During his concise but thorough evaluation, Mark Esper presented a new vision for the development of the United States Army, in which people responsible for development should focus more on the product than on the process itself. Moreover, he also stressed the need to encourage implementing innovations coming from lower levels and giving the opportunity to develop unconventional solutions that would ensure military advantage of the United States.
